could a 4 in orante bicher keep up its groth rate with a 2 inch oscar and not get eaten? and are the touchy on there water hardness?
 
The oscar will eventually pick on the bichir, but this may come when they have both grown a bit. Are you able to find the ornates locally?
 
yes and no they can be kept at a wide range of water the oscar should be fine do good water changes to keep that bichir growing and it should be fine oscars arn't that aggressive at all so keep it we'll feed and it sould work fine as lng as they have space
 
in my opinion its a bad idea to mix cichlids and bichirs. however some people have had success. in your particular case, i dont necessarily see the oscar picking on the ornate but food competition may be an issue. as bichirs are more a bottom feeder and oscars will eat everything before it touches the bottom.

ime bichirs are not that sensitive to hard water. good water quality is optimal and water softeners are available.

i agree, my ornate bullies any cichlid i put in the tank including a red terror and a flowerhorn...but with characins, catfish, ect hes an angel kinda weird

The only challenge I really see is that bichirs in general are not aggressive feeders. IME (and from this forum I've learned also the experience of others) ornates are very reclusive feeders. On the other hand the oscar will consume every last bit of edible anything in the tank at any time soooooo.... you might face a challenge getting the ornate sufficient food.
 
once my ornate got acclimated, he got aggressive at feeding. The problem is that he hides until he smells food in the water, and then he comes out to feed. If there was an oscar in with him, by the time he smelled the food, the oscar would have eaten it.
