Order of substrates

I am going to use pool filter sand and eco-complete or flourite or both, whichever is easier to get.

Should I put the pool filter sand down first then the eco/flourite on top of the sand? Would this work or does it even matter?

But you didn't answer the question (I have the same one). Does it make sense to put the eco complete down first to encourage downward root growth?
