Is it normal for the gills to look kind of like mudpuppy gills. Like a little anemoni looking thing sticking out of it to catch the oxygen in the water? I saw a little 3 inch bugger that I'd like to buy, theres 2 in the tank and both have the same gills. However my senegal doesn't have these.

Yeah, depending on a bunch of factors, bichirs will retain their external gills for quite a while.
