Oscar jaw issue?

Please help! ....Roughly 5 days ago my Oscar was displaying odd behavior floating head down at the substrate. After 2 days of that he started swimming normally, but he now cannot eat and his mouth is moving constantly( doesn’t seem to close completely). I thought he was gasping for air at first, but after checking all the water parameters, water change and adding an air stone for improved oxygen levels it still has not changed. Anyone had experience with this?

I know duanes duanes had similar problem with his fish. He maybe able to help.
 
Was the aquarium fully cycled before the Oscar was added to the aquarium?

it is a fully cycled tank that I use just for quarantine. Parameters are as follows: ammonia is 0 ppm, nitrite 0 ppm, ph 6.4. Temp is 80 degrees and he is the only fish in this tank.
