Oscar tank size...

Can i keep an oscar pair in a 50 gallon tank?

You can keep it in there till about 6 to 8inches then, in my opinion, you should move to a 125gal min.
But be ready for some steady water changes. Oscars are real dirty fish and will need frequent big water changes. I do fin level water changes every other day in my 125.
As far as the turtles I'll leave that to someone more knowledgeable than me.
 
I would say no on the turtle although it's in theory possible. Two options a pig nose or fly river turtle. Other options pretty much any turtle that stay at mid size like a Mississippi map turtle. Problem with first option pig nose are endangered species and are very hard to find online and on top of that cost a arm and a leg. Pig nose would require about a 500 gallon set up but they are fully aquatic so they need nothing special. Option two in your tank you would need a land portion, heat lamp, food dish, and enough space for the turtle to move on land. Option to is pretty much a combo of a fish tank and a terrarium. If your going to do it try pig nose see if you can get it to work because the other route causes so many other problems.

How big does oscar usually grow
 
Oscars are one of the fasted growing fish in the hobby. If kept in good water and feed good food they can gain 1inch a month for the first year topping out around the 12inch mark. Mine got 10inches in the first year, but was in a 55 longer than she probably should have been.
 
A 50 gallon is 12” wide and a 12” oscar would have a hard time turning in a tank that small. Also a 12” oscar would be to big a bio load for a 50 gallon
Mine is 40 inch wide 2 ft height and 2 ft width
