I have a 6-6 1/2 inch oscar who is now not eating well and lurks at the bottom of his 20 high. I have finally received my 75 gallon tank but I don't get the filter for another week. The filter I ordered is a sunsun 304b which is capable of 530 gph. I want to move my Oscar as fast as possible and I was wondering if I setup the tank, but I add the fish in without cycling but with daily water changes of 15-20 gallons? Would this work?

I personally would just wait for the the new filter to arrive and add the old filter on the 75. I would also take a little bio-media from the filter that was used on the 20 gallon and place in the sun sun filter to jump start the nitrifying cycle.
 
Some people may think I'm all wet, but I believe a 75 gal tank is too small for an oscar over 7.5". So if you put it in a 75, with normal growth, you will need another larger tank in about a month or so.
I agree with tlindsey, you will need to move the old filter to the 75 and keep it running until the new tank cycles.
That is, unless the filter and substrate laden with the pathogenic bacteria that are making the oscar sick, as a result of being kept too small tank.
Would you keep a normal size dog in a tiny bathroom 24/7 ?

The only filters I have are aqueon quiet flow 30 sponge filter no gravel and anoth small hob filter will this do for the next week or 2
 
You should be ok but it is very critical to use prime or safe with filling the 75 gal so you don't kill off the bacteria on the sponge or whats in and on the surface of the filter. Monitor water parameters.

What brand of prime do you reccomend
 
If it were me id move him asap, 20 gal is pretty small for a 6inch oscar, he will be much happier in the 75. add both filter you have running on your current tank, do not clean them, and like other said be sure to add plenty of prime (water conditioner) so you dont not kill off all the bacteria growing in your current filters. Add your sun sun as soon as it arrives and be sure keep an eye on water conditons

If it were me I would move ALL the water and media from the 20G to the 75 and add some more to the 75, move the filter you have on the 20 to the 75 (even without the filter you are waiting for). You can add a sponge filter during the time you are waiting. You'll be fine. I would do a water change a couple days after you add the old water. I use used water and old filters to quick cycle tanks all the time with no issues.
