oscars swimming on bottom of tank, "fuzzy" eye..

hi. so i was away for two days and my little brother was feeding my fish for me. i came home today and my oscars were both kinda swimming with their bellies on the sand. they're swimming around now, but for a little bit they were just sort of swimming around at the bottom. my brother said they weren't doing that this morning when he fed them. they usually swim right up to the surface when i come in, hoping for me to feed them. they didn't do that this time, and when i did feed them it took them a minute to realize it. but they seem to be swimming around just fine now. also, one of my puffers [in the same tank] has some "fuzz" on his left eye. i'm setting up a hospital tank for him right now. a couple of days ago i added some sand [plain white freshwater aquarium sand], and a couple plants [java fern, some grass looking stuff]. i washed the sand and the plants before i put them in there. can someone tell me what might be wrong, and what i should do to fix it? my water parameters are all good, with nitrates and nitrites both close to zero, ammonia at zero. i just did a water change two days ago. any help is appreciated.

Did you have a major temp drop?

With a fungal infection in evidence, go to salt treatment and bump your temp to 84-86F. Be sure to boost aeration since the warmer water will contain less DO.
 
it's about eighty right now, but i'll turn it up. i had put aquarium salt in before the water change, so i can probably add about another half dose? it was a fifty percent change..
 
okay, well i've got the little tank set up and he's in there. again, the heater isn't there yet, but i'll have to get him one tomorrow. i hope he's alright. the poor little guy doesn't even know what to do...he's just swimming up and down the walls...i put two little hiding ornaments in there, and two tall fake plants for him to hide it..
 
the oscars are both swimming around and are very active now. their light was off when i got home yesterday and had been off for the two days i was gone, so perhaps they were just sleeping. puffer is in a 10g hospital tank. i picked up a new heater and it is now in there, along with the aquarium salt that i added last night. the fuzzy on his eye was small to begin with, and seems smaller today. at this rate i'm thinking it'll be undetectable by tomorrow [the only way i could see it to begin with was if i was looking at him from the front], but even if it's completely gone by tomorrow i'll keep him in there for at least three days total. i've been checking the oscars and the other puffer and nothing seems to be developing or anything. i bumped the temp in that tank up to about 84 and added salt. thank you for the reassurance, oddball. that's what i was thinking to do, but i always like to double-check on here with the experts.
 
:] thank you. the oscars still seem fine. eating fine and everything. they must have just been a little lethargic. and puffer seems to be fine. the little fuzzy is almost gone, and i still expect it to be gone by tomorrow. :] again, thank you for the help
 
Hello just to mention you said nitrites almost at zero this may have been the problem on the puffers eye as they are extremely sensitive, just a suggestion :)
