Try to do a 50% or more water change, raise temperature to 82 degrees, and use Aquarium Salt.

bacterial infection? maybe? try putting some aquarium salt in the tank

That's bacterial I'd bet. Do not raise temp, lower it to 75 and add salt... If it does not obviously improve in a couple days, time to move on to meds.

Makes no sense to lower the temp. especially if adding Aquarium Salt?

Cold temps slow down fungus if I remember correctly, but the real question is, is that ick or fungi? Almost looks like both, if you didn't just buy him like that ur tank has to have some serious water quality issues, with that stock 2x per day wc are suggested!
