Otocinclus Catfish acting sickly.

I purchased two Otos for my 6 gallon aquarium about 3 weeks ago, and they seemed to be doing very well, with plump bellies and cleaning up algae. Today I noticed that one of them seems to be very sick; he is mostly lying on the gravel on his side or back, breathing heavily. Sometimes he tries to swim but it is very erratic and he doesn't get very far. But I've also noticed him stuck to the walls and (I think) eating, though his belly isn't big and full like it should be.

I did a water change right before I noticed the Oto. About a week ago I've had a few problems with the water quality, as it is such a small aquarium, but for the last week it's been back to normal (according to my test strips) with about 7.5 Ph, 0 ammonia and nitrite, very low nitrate, and soft to medium-soft water.

I am surprised he has lasted this long (about a day) because of how sick he has been acting. I'd love to be able to save him. Any ideas about what could be wrong with him and what I could do? PS the other Oto seems very healthy and happy.
 
There is lots of algae growing everywhere in the tank, and I added a wafer yesterday, but no one ate it, so I removed it today during the water change. I also have 2 Ember tetras, 1 CPD, and 4 Neon tetras in there (I know, a little overstocked), so I think adding more Otos would do more harm than good. What do you think?
