outdoor "heated" pond anyone in cali? bay area

Hey guys, I would like to build an outdoor pond(>5k gallons), heated. It gets pretty cold over here in winters...how can I make it possible? Has anyone done it in cali? To keep arowanas
 
It is still in the "thinking stage" now...I'm not familiar with the costs of making a pond so I can't have a budget. What do you say? $3k would be fine?

And skill level...hehe...I'm a rookie
 
Do you have unlimited free energy? If not you'll need to determine how you're going to heat (and possibly cool) the pond. Electric heat can get to be quite expensive. What are you going to do if there's a ice storm and the power is out for a day or two?

Since you're doing an outside pond how are you going to protect the fish? Raccoons will eat just about anything they can get their paws on. Heck, if a stork finds your pond it's bye bye to your fish.
