I think I may be asking the most ridiculous question but anyway....
I have x2 2180 filters in the tank, if I reduce the output using the lever does this mean the tank is not getting optimum filtration? Or does the imput still operate at full strength its just the filter doesnt spit the filtered water back out as quick?

It will certainly reduce your turnover ratio which will lessen any mechanical filtration you have. As far as biological, I had a severaly low turnover ratio once, never had an issue with biological filtration but the tank was always clowdy due to the low turnover.

You will be fine if your going from a 12X trunover to 10X turnover. Even if you are going from 10X to 8X you will be fine. I think you'll have issues if you go less than 6X.

Yes you are filtering water slower but you want to be
in the 6x - 12x turns per hour range
More than that is unnecessary
 
I have 2 of these monsters filtering a 450ltr tank.
My view is you cant have too much filtration so I guess I can turn these filters down consiberably?
I basically changing my tank over at present to Discus and I have quite alot of Vallis plants which are swaying quite a bit due to the strong current, also I think Discus arent too keen on alot of water movement.

If you are using the spray bars on these filters, you could always drill the existing holes larger. That would lessen the velocity of the return water and your fish & plants won't feel like they are in a whirlpool.
