The connecting part of tubes on bottom the overflow box is slowly dripping/leaking water. The tubes lead to the sump. What is the best way to stop the leak?

The putty is not holding up. Should I drain the water and let it harden first?

bulkheads are design so that it doesnt need anything sealant, beside the one O-ring that is give with it.

The bulkhead came with the tank, and I am not using it. I have an overflow box instead. I have tried siliconing the leak but didn't work. Now the putty is dried and as hard as rock. Still leaking. I should have drained the water first then put the putty on the damn thing.
I think I am going to get more putty but drain it this time first, then put it on top of the existing putty. What do you think?

OK, at first I thought the clamps were working great as it turned out the leak got worse hours after. So I finally had it with that piece of crap and tossed the overflow box. Now I am using the bulkheads and it's freaking awesome. The bulkhead's leak even disappeared.
