how can i own p's in ny... do i need a permit? and if i got a permit to own them how/where would i get them? any suggestions?

i think the permit is $80 a year or for good,again im not 100% accurate but they will help im sure, just make sure you dont have any now if they stop by to check ya out or something lol!
