oxygen generator

yesterday there was a brownout it scared the hell out of me i taught my fish are gonna die! does anyone know how to make an oxygen/air generator without the use of electricity?

You really have to be careful using pure oxygen!

Just get a UPS (uninterpretable power supply for computers) for your filter or a battery operated air pump for keeping bait alive.
