p bass limit question in miami

on the florida fishing site they say this about pb

2 Butterfly peacock bass, only one of which may be 17 inches or longer in total length.

so could i legally keep a baby pb?only a few inches?
so if theres 3 of us we could keep 3 babies?

If peacock bass are non-native species in Florida, why is there a limit?

Limit per day is 2 fish...only one can be kept 17" or larger(this is done to leave breeding size pbass in the waters) you can keep small pbass but they must be obtained legally by hook and line....netting or other means of collection of a gamefish there is illegal. Also if you are out of state visiting and fishing with a valid non-resident license, you are allowed a 3 days limit in possession(total of 6 fish per person in).
 
I think Midnight is a Florida resident and the posession limit is two days catch per person.:(
