If you didn't know what locale it was when you bought it you will never find out. You can try and track through the supplier but if it's not WC or a couple generations from WC then it's most likely a mix of several locations.
As for sex, I can guess female, only cause males tend to be considerably more colorful, and the lack of the blue squigglies over the face would (to me) point to female), but you'd need a vent shot to know for sure. How big is the fish?
 
i was afraid of that. i was hoping something stood out that says im from X locale. i bought fish about 8 years ago, it was in a tank of mixed africans. i figure since im in central florida it was likely pond bred. i posted another pic could this be an egg tube? fish is pushing 9 inches TL.

Not sure if that's an eggs tube. Could be a poop. If it is an eggs tube I would defiitely say female. The fact that it's 8 years old, of a smaller size, and had no obvious male characteristics would all accumulate to a female verdict as well IMO. However, if you've had the fish for 8 years and have never seen it lay eggs I'd find it suspect. Still hard to say. Maybe you should get a male and see what happens.
