This is the third heater... The first and second heater bit the cords which created shorts and literally shocked me in the tank. The third heater, i put a piece of rubber housing around the cord to protect it, it didn't work. The Pacu ate the rubber around the cord. What should I do? If I do nothing, the temp will be 67 degrees - way too low.

Can you put the heater in a sump or use an in-line heater? Might have to change your setup a bit, but those are probably the most aesthetically pleasing options.

You could also try getting a piece of PVC. Cut it in half length wise, so you have two U shaped pieces. Then drill lots of holes in it for water flow. Put the PVC over the heater and cord to keep safe from pacu. Only problem is how to attach the PVC, especially in a tank already running.

I say PVC if you don't have a sump. You can buy suction cups and drill holes and insert into PVC. I have redhook and bluehook silver dollars. They chewed a couple expensive hydor fan cords!

Pacus are extremely curious and use their mouth and teeth like we use our hands and fingers. My pacu will destroy anything placed in their tank. They'll even chew emergency air lines (when the power goes out). If I didn't have a safe spot for my heater, I think I would have tried putting the heater in a PVC pipe as others have already suggested.

It's a 180g aquarium. (The Pacu is only a few inches and will be placed in a 300g when it gets bigger).
