Pacu isn't growing

I bought a pacu from a guys house last year around June and put it in one of my tanks. It was about 3 inches then and now fast forward a year and he is about 3.5-4 inches... I thought he was going to get huge but he just isn't growing. We feed him everyday and since he hasn't grown we have since then just stuck him in a 20 gallon tank. Any ideas why he wouldn't be growing?

That looks like all the small pacu I've ever seen
 
It's stunted, and from the looks of the second pic, there's something very wrong with its eye.

^^^ but mine is still a few months short of hitting the one year mark, and mine was only 2.5" when I got it.
 
I had it in a larger tank but it didn't grow so I threw it in this tank and it still won't grow. It popped his eye when he was young so I think he is blind in his one eye. I feed him pellets, he would steal flakes from other fish, he gets fresh cut plants from my other tanks, he gets snails, worms, eatin numerous guppies. Never has shown any sign of sickness and gets his water changed. From what I have read online they will grow no matter what the size of the tank but he has more than enough room to swim in the one he is in. I think I just got a runt..... lol
