Is there any reason why i cant paint the inside of the lid (wood) of my tank with white gloss (to smarten it up a bit and help bounce the light back down a little), after allowing enough time to dry properly before placing it back on the tank of course!!!

I don't think it should be a problem. If you want to reflect more light i suggest you use mylar. It reflects 99% of light and almost none of the heat..
 
Is bakofoil just aluminium foil? If thats the case its not as good. Using foil in hoods to reflect lights creates hotspots of light. Mylar reflects light and distributes it evenly.
 
If you paint use a good gloss acrylic. Mylar sheeting is not costly and comes in several shades, you can take it up with silicone glue in case you change your mind.
 
Mylar is a plastic film with a metallic finish, craft and hobby shops as well as car customisers carry it.
