So I have heard that the southern painted turtle is the smallest but how long can 1 live in a 20 gallon long with a bio filter for 90 gallons. And also can 1 live in a 40 gallon breeder

Ideally you'll want a 55G or larger, but a heavily filtered 40G will work.

Aim for 10G per inch of turtle. A 20G with a big filter will stay clean, but won't offer a turtle over 2" much space.
