Painting a Background

I've been on the fence for months about buying a $550 3D background for the frontosa setup I plan on doing. I really want a nice show tank for the man cave! but I think I can do it at a fraction of the cost. I have considered painting a black background but thought it would look crappy. The following video suggests otherwise.

So it's settled! Now how do I go about this.

-What "paint" or "latex?" do I use? What is that stuff anyway?
-Where can I buy it?
-I feel dumb for asking but does this go on the inside or the outside of the tank? Looks like its on the outside, in the video, but I'm almost positive I've seen people put it on the inside?

I'll keep yous updated with pics and stuff once I start.

it goes on the outside. its not a latex paint latex peels really easy.. im not sure what the paint is called but im sure its oil based or any expoy paint
 
I went to Wal-mart and got 100% acrylic paint. I believe the tube was a couple of ounces it cost around $3 usd. make sure you use acrylic paint and put it on with a roller because a brush will leave lines and not look smooth cheap roller is $1 usd. i used black on my 55 it turned out nice blue or black is suggested. but there is a selection to choose from. best part is it scrapes off easily if you dont like it or whatever. do a search on it thats how i learned about it.

You can use some Krylon Fusion or Rustoleum.
