Painting a Hood and 3D backgrounds

I am setting up a 44 gallon (200 litres to us Aussies :D) I have covered the stand with black fabric and am picking up a hood for it next week. Am planning on putting black backing behind the tank and using a mix of red sand and small brown gravel as well as plants and driftwood. Would like to paint the hood black but would like it gloss paint that won't flake and is waterproof, is there such a thing??
Also in my other tank I have 3D backing which looks awesome but is starting to grow algae on it. When I do a water change I use a small broom (From a pan and broom set) and do a quick clean. I also have two bristlenose catfish in there but have been told they are not supposed to be on a 3D background. Am assuming that due to their 'rasping' action they could ingest foam off it? If that's the case, I'll move them to the new tank when it's done. So does anyone else have 3D backgrounds and have issues with algae??? The tank is not in direct sunlight either. Any help would be appreciated. Thanks!
 
If the hood is well ventilated, you may not need to worry too much about the paint. Personally though, I run lids on my tanks so that the condensation (and the fish) stay inside the tank.

If you really don't want to run lids, I'd suggest having a look at some of the plywood tank builds for ideas on waterproof coatings.
