What kind of paint do you use to adhere to the glass?

On the outside of the tank most any will do. I would stick to spray for ease, and they usually adhere better. If you are going to do the inside of the tank I would use Drylock or Krylon Fusion Spray.

I prefer a latex paint with a roller.

I like latex too. If you want to change the background later the paint scraps off pretty easy.
