Painting tank? Vs gravel/backround

I read often that gravel and sometimes backround has the highest effect on a fishs colour other then good living conditions. Does painting the tank do the same thing?

Reason i ask is one of the 130g tanks ive aquired is painted bottom back and sides. I moved most of the stock from my 140g to here. I find the colouring much better.

My 140 has a brownish red gravel and no backround vs the 130 painted all black.

Any thoughts? Is it just my eyes?

I think the black background makes the colors contrast more. I just painted my 90 back panel black and I noticed my jds spangles show more vividly.

It does make a big difference. I have polypterus delhezi in two tanks, one with white silica sand, the other in a tank with a dark base, lots of dark driftwood, and a dark back ground. The difference in actual color of them is very different. The one in the dark tank has a much darker coloration.
 
Lighting makes a big difference as well. Different wavelengths will make different colors pop.
 
I am a huge fan of a black background. My wife hates them. I have a 240 with a blue background I wish I could change (blue acrylic). Black makes the colors show more and makes the tank look deeper. The only negative is my black angelfish that are in one. They have disappeared from the radar. I have different substrates, but all of them include some black sand or gravel mixed in. All of my bare bottoms are painted black.
 
Depends on the fish though. Some fish will become darker when they might look better with a lighter background

Btw, id use latex spray paint incase you ever want to switch. It peels right off
