I have a 90g tank that currently has a blue painted background on it. I want to remove the blue and repaint it black. Suggestions on how to remove old paint and what kind of paint will cling best to the glass?

If its glass, use razorblade. Spray paint will work as long as you clean and remove any residue from it.
