I saw how to do this on this site somewhere. I used the search and got a trillion hits. I hope someone can help me because the tank is in the garage sanded, taped and ready. I know I'm to use acrylic paint but I can't remember if I should use a primer or not.

Use a primer specifically for plastic and then use the paint of your choice. If you don't use primer there is a VERY good chance of the paint peeling off! After the primer I would use a spray epoxy paint (VERY durable) and available at most hardware stores.
