Parasites? bad water conditions?

I believe my FH has a bit of fin (Front flippers) rot, however it's not really that bad quite minor and it has a bit of white growth on his fins (Front flippers) aswell. But it's only on the flippers (hands) and not his actual tail.

The water in this tank is quite good since his the only fish inside in a 2x2x2 cube with a sump/weir on the site.

I do a water change once every 2 weeks so this tank is kept well clean since it's in my bed room.

All the fish in my other tank are fine and i have also been feeding him that New life spectrum with garlic to help with parasites for awhile now (Not helping).

I also see him scratching himself on the bottom of the tank.

Would plugging a canister with a UV light for 24 hours kill all the parasites?

Water is clear and also right PH and no ammo.
 
the uv wont kill the parasites on the fish. I would try and identify the parasite. How do you know its a parasite? Waterchanges wont hurt. My fh gewts huge weekle water changes. Even more if i work night shift
 
more water changes and im currently haven the same problem my 2 juvenile fastae was pooping whte stringly stuff soo now im treating with jungle parasite clear tank buddis they are white pill that you drop in the tank
