Well viper got it but I'll add onto it. I believe I read somewhere that it was 2-5% of blood parrot males are fertile.
 
Look at it on the brightside. By statistics you'd only need 20-50 blood parrots. That wouldn't be too hard to raise if you got a couple of those rubbermaid 300 gallon tubs. I'd say 20 wouldn't be a bad number for a 300 gallon, maybe 25. 2 tubs would do it. 3 if you want to lower the bioload per tub.
Wait, what am I doing? I don't think it's a life goal of yours to breed blood parrots so that would be going above and beyond lol.
 
My parrots spawn all the time and Ive bred other egg spawning fish. Viable eggs are usually colored (what color depends on species) My parrots lay yellow/gold colored eggs which quickly turn white when they go unfertilized.
