There's a shop in Tampines St 82 Blk822 that seems to get alot of oddballs and monster fish. If not, then check out the Serangoon North fish stores and the fish farms. You could also try Clementi Florist and That Aquarium. Bring along a picture, it helps.

Arapaimas need to be ordered and you need a permit from AVA to keep them.

Well Stones Aquarium at Blk 22 Sin Ming Road is a place to try.
They bring in a lot of oddballs.

They don't have it now though they sold off some Hydrolycus armatus some weeks ago.

You can always leave an enquiry with them.
