to attach it to your bank account, they send you a small amount of money, normally a few cents...
Then you check your records, the transaction will contain a special number that you put on your paypal profile which tells paypal that your getting the money. And, connect the accounts. AFAIK.

yeah I saw they do that with the bank account but I didnt give the bank account info, just the debit card info, I would think it would go sooner like a credit card but maybe not.
maybe thats just for getting direct deposits

You should be able to use it just fine. But, without having Paypal linked to a bank account, you will be tagged as a non-verified buyer. Some sellers might not sell to you.
