i'm not sure i see what you think you're seeing..
but.. if there is any chance at all that there is Ich in the tank, then raise the temps to 86 degrees F. and add the recommended amount of salt (in the freshwater disease forum sticky).

It is possible that it is ich but not a severe case. I think you should be able to clear that up with no problem by simply raising the temp to 86-88 degrees but try and keep it around 88 for about 2 weeks and that alone should knock it out. I had the same problem recently and that is what I did.
