Pbass with clown loaches?

Can pbass be with clown loaches?
7" pbasss and 3-4" clown loaches okay with each other?

It depends, to be honest. It all depends on your feeding regiment for the bass. If you can over feed the bass then the loaches will live, but you also have to take in consideration that the loaches grows slower then bass, so I'll recommend a spare tank, "just in case".
