Can I keep them with very small cichlids, corys, or tetras?

Yea they're best kept in species only tanks

about the only thing you can keep them with and be sure of the other fish's safety are oto cats

Some of you guys are also overlooking the fact that many fish can easily eat the small puffers too, which I imagine would be disastrous for both

Little puffer can be vicious to fish fins. They will nip and harrass. On the other hand a cichlid or semi aggressive fish that will eat bite or try to eat the puffer will be deadly for everyone in the tank. You can try cories as i havent seen puffer pick on bottom dwellers. But you never know. Sometimes you end up with that one butt of a puffer.
