Phosphates and Silicates

I've been having a problem with Brown Algae or Diatoms. I've tested my tank water and get a reading of 1.0 on both Phosphates and Silicates. All other readings are zero or normal (ammonia, nitrates, nitrites). What can I do to get the phosphate and silicates down to zero?

buy filter media that will absorb the phosphorus
