Photo editing software?

Just wondering what program people use to edit their photos? Do you have any free programs you use? Or do you pay for photoshop?
Looking for programs geared towards computers and laptops...
I already have the Snapseed app which I like.

I *think* it's $9.99 a month for the Photoshop Creative Cloud 2018 subscription. It's cheap enough it just pays itself every month and I don't worry about it.
