nope you will only get a reflection of the flash. Does he hide when the light is on? or are you saying dark in the room with tank lights on. If that is the case no extra light is needed.
 
Oh I know what look you are going for. That is typically accomplished with photo editing, with something like gimp or photoshop.
 
To get good pics in a fish tank, you need a DSLR with a remote flash that fires from above the tank down into the water column. The flash will over power the tank lights. It is best to have the lights in the room off to avoid glare.
