You can use the fill tool. In your tool bar at the bottom you can choose different colors. Below that there is a little icon that if you click on it it will make that colors black and whit. When you use the fill tool it will ask you if you want to use foreground or back ground choose which ever is black. You may need to create a new layer to do this.
Even if there is a glare on the glass, bubbles, dirt, or whatever, it's very difficult to crop out the background to make it appear to be black. A lot of the time the result will be a fake or obviously photo shopped pic. The best way to do it is experiment with lighting and shutter speed.
If the light on the fish reaches the camera before the light on the background (or if the light on the fish much more intense) it will underexpose the background making it appear to be black.

Sounds more of a photo taking skill help needed rather than photoshop. If you want to learn about photoshop I suggest going to your local Barnes and Noble or any other book store and pick up a latest copy of Adobe Photoshop how to book. And read it.
