Now mine has some freckly layer on it's disc. Someone please let me know what it is and what has to be done.

This looks like ammonia burns, sometimes These burns even peel up like scabs. They are because water was not kept in good enough condition. Could be a number of issues, not enough filtration, not enough wc, and too small aquarium are the main culprits.
if you are planning on keeping rays, I suggest read the stickies about why ray pups die before killing any more pups.
