Plant height growth problem

None of my plants seem to be growing to full height. I am not sure why. I am thinking either lack of nitrogen or too much light. My plants are growing fast and spreading like mad just dont get tall. any ideas?
 
Well, plants usually grow taller to reach the light, if there is low light in a tank they will grow closer to the light in order to get more of it. If you have high light the plants have no need to grow taller because they get plenty of light as is.
 
So how many watts would you have for a 40 gal bow that's 16 inches tall?
