This is an Aponogeton plant that grew from a bulb made by Top Fin. In the pictures, theres a long stalk and it has a bulb and of what looks like a smaller version of the "mother" plant. Can i break that part off where a root seems to be growing and plant it in my sand? I don't have much experience with plants so im curious as to what i can do here.

growing roots already

absolutely
cut the runner free with a pair of snips/scissors cleanly
root and be proud

The healthiest thing would be to plant it while still attached to the parent plant
but it's big enough naow to survive on it's own given good growing conditions

If i was to plant it with the mother plant, would i just pull the new plant down into the sand and call it a day? Leaving the stem exposed above and/or below the sand?

yes you put the roots under the sand and the stem above it
