BB can be present on any surface submerged in, or regularly touched by (dampened by) tank water. Bio wheels, plant roots, rocks, tank walls, the bacteria are ubiquitous.
hard to tell without an actual examination of each species of plant. different plants will have different chemicals released in their root zones. some are probably toxic to the denitrifying bacteria, some probably aren't. I would be surprised to find plant roots without some sort of bacteria or fungus on them.
BB sticks to everything I've ever had under lights in my tanks..
