Currently I am using just quickcrete playsand in my tank bought from Home Depot and I am having pretty good growth, but I have seen bags of Flourite for $15 and people seem pretty happy with it
 
Flourite may be the best choice since its light and provides sufficient nutrition for your plants. However, some plants don't even need special fertilization as long as you have fish in the tank.
 
I have Eco-Complete that works really well. I've been wanting to try Aqua Soil, since I've been hearing good things about that product, but it's kind of pricey.
