planted probs

i have a 40 gal planted ut i have a few probs. i am only running 2xt5 lights on 3ft i think thats 54w of lighting.thing is that theres algae growing every where., and i really wanna upgrade and go flourite sand witha heap of fderts more ligths and co2 but if this is what the tank is under 54 w of lighting and i want to upgade to 312 w its gonna get worse. so should i buy some otto cats use some algae eating shrimps? r is the problem elsewhere.
 
The problem is your lights are too low and the plants aren't able to out-compete the algae. Algae is much better at using low light levels than plants, so upping the levels won't hurt as long as you provide a source of CO2 and nutrients to keep up with the plant growth.
 
ok. atm its very low planted because it happened before and i decided to rip all the plants up. i was using a 18000 and 6700k bulb . im now running 14000k. i dose excel
 
With not having alot of plants + having a light that doesnt really support plants + having it on for a long time will give you algae.. as someone already said your plants cannot outcompete the algae. Still didnt answer how many hours you leave the lights on daily..
I would get a different bulb one thats 6,700-10,000K rating and have them on 8-10hrs a day.
