Planted tank substrate problem(eco-complete)

Anyone have problems with eco complete substrates thta have brown dust on top. No matter how much wc or vaccum seems like never go away. I have 2 planted tanks that uses eco complete and both have the same problem. Anyone know how to get rid of it???..is it a good idea to take out all plants and take the tank only to rinse the brown dust out?any input will be appreciated.

as mgamer said, its just dead plant matter, fish waste, etc. its called mulm. its a normal part of a planted tank. i dont worry about it much and since my tank is densely planted, i cant even get close to the substrate with the vac.

if you can get it out without disturbing your plants, great. if not, its not gonna do any harm
