Planting Substrate Question

I am somewhat new to planted aquariums, only ever having experience with floating plants like hornwort and anacharis, so I need some ideas on what substrate to get that is safe for shrimp tanks but doesn't cost more than about $18-$25 usd. I recently purchased some micro swords and lemon bacopa and I don't want them to die so any suggestions on what to buy would be greatly appreciated.
 
I've read here people use organic miracle grow for planted tanks which i would guess is the cheapest option?

Although im not sure if there is anything inside that might kill the shrimp...

I personally use ADA soil in all my planted tanks, but using that will most likely go over what you want to spend depending how large a tank you are using?

I have miracle grow organic in my shrimp tank. It makes the water a bit brown due to the tannins in the dirt but so far so good. The shrimp are still alive and well and my plants, sunset hygro and bacopa, seem to be doing fine. The tank has only been filled since this Saturday, Feb. 23, but i like it. Capped the dirt with black gravel. Here it is in my EDGE.

Thanks, I thought about eco complete or flora max but now you guys have me thinking about the miracle grow, I am leaning towards trying it since I could always use it around my pond if I don't like the way it looks in a tank lol.

Forgot to mention my planted tank is a 30 gallon long. About how much substrate would I need for planting plants like micro swords?
