Plants browning and algae everywhere, help!

I have a 20 long planted aquarium. I dose seachem flourish once a week. I have: various anubias species, ludwigia, chain swords, an amazon sword, floating water sprite, and a bunch of xmas moss glued to a large piece of dragon stone. My chain swords are brown and melting. My xmas moss has turned completely brown and unsightly. My anubias has brown algae all over it. I have an algae problem. There is even algae in the substrate. I got 4 otos and 2 amano shrimp to help but they haven't made a tremendous difference. Suggestions would be greatly appreciated.
 
I think swords are root feeders. You probably need to put in some fertilizer like osmocote plus root tabs to give nutrients to the swords.What's your lighting? And how much flourish do you dose?
 
I am using eco-complete as my substrate so I was under the impression that root tabs weren't necessary. My lighting is a fluval 2.0 and I dose 2 ml of flourish once a week, as instructed on the bottle.
