Plants for a Tall, low light, native tank.

My tank is ~ 29-30" of water between the substrate and surface (36" tall tank) I plan on adding enough "Lumens" to meet the low light requirements but I only have 2 26w 6500k CFL's right now (thinking of 2-4 more 6500k cfl's or maybe getting a 36" 4tube T5ho strip). I don't plan on adding CO2 but would like some real plants instead of plastic plants and I would LOVE to find some that could possibly grow to at least 18" tall (half tank light). I'm only looking to put a few small groups in with no heavy planting and I have north american native species in the tank like crappie, LMB, and sunfish.
 
Watersprite always flourished for me.
40 watts on a 90 gallon!I still had runners punching past the surface!
Or should I say, fronds!
 
Another note, My tank is unheated and in my basement so the water temp is ~70*f summer and ~62*f winter if that makes a difference in plants. I like the way those Jungle vals look, they resemble some of the native plants in the shallows of some lakes around here.

Get a couple fat bunches of watersprite.

You will like it.
I had it growing in an unheated 90 that had one LMB.40 watts and it grew!

Jungle vals and hornwort will be good choices. Hornwort, Egeria najas and Egeria densa all are found in the US.
