Is there anything besides lights i need for my plants to grow? I ended up getting about 7 plants for the 29g, 2 swords, 1 frill, 1 Rotalla, 1 Jungle Vine, and 2 Cabomba(sp). I plan on getting java moss to cover the white rocks and polished pebbles substrate. Maybe add a piece of Driftwood, remember Angels for this tank, what else will help lower pH?
 
Try adding some peat to your filter media but generally your Angels should have no problem adopting to your pH (usually pH for an average regular freshwater fish is only a concern for a wild caught fish).

As far as plants, some special plant substrate would be a good idea. Perhaps some plant food buried in the gravel as well.

How much light do you have?

U mean absolutely need??? Cuz a C02 generator or better C02 system will blow ur mind!!!
Even a cheap soda bicarbonate C02 generator u could buy for less than 30$ is good. Or u can make one ur self. U can make one with 1packet brewers yeast, 1 cup sugar, 1 cup water and a few teaspoonful magic baking powder. Mix em up together and put it into a 2litre coke bottle and shake. Drill a small hole on top of the screw lid big enuff to pass an air tube. Place the other end of the air tube into ur aquarium. In about 24 hrs u will see C02 bubble in ur tank!!!

The suggestion with plant substrate is a good one, I used laterite when I set up my tank. You can also purchase clay balls, which you insert near the roots. That saves you from emptying out your tank to fertilize the substrate.

The pH can only be lowered by peat within a low range. What's your current pH value? As stated by Vitaliy, the angels are probably fine.

I feel very strongly about CO2. I consider it a perfect waste of money. I had a professional grade CO2 system by Dupla on my 80 gal tank, and the plants really didn't notice a difference. CO2 makes a difference only for a few plant species, e.g. Cabomba.

You mentioned the lighting. That's cruical. What lights do you have, and how old are the bulbs?

yeah, i agree, CO2 doesn't do a hell of a lot for most plants.

I know that’s not what you asked but, lighting is important. try to get the right spectrum an at least 2 watts per gallon.
Other than that, plant fertilizers are helpful and try to keep the water a little soft and acidic (I use black water extract). and what I found, if you have fish, try to make sure you keep on top of your water and filter changes.
Recently, I put off a filter change for a few months, just doing small water changes twice a week. After I changed it there was a huge amount of growth!
