If my arowana fin, anal fin, dorsal fin and pelvic fin close together and stay at upper level of water then swim less. Is it possible my fish get into sickness?

In other way, don't want to eat also...
 
close your tank, don't open any light...if can, place it in another temporary tank in other place that have low noisy level
 
What are your nitrite, nitrate and ammonia levels?

How long has the tank been set up?
 
After setup then wait around 2 hour for water circulation later on i'll put 2 small fish as a testing after 2 more hour then will put my arowana...
