Please help motoro stingray has some white stuff between his eyes.

I assume that there is no heater in the tank, just plain old WC problem...
Please inform us with your water parameters, WC scheds, tank size and filtration so that we can help you further...
 
This is nothing more than a rub on the rays mantle "not a disease" just leave it and the pigment will return leaving it invisible. You do however need to find what has caused it,could be just an object that the ray has damaged itself on whilst foraging for food, a better pic might be helpful but from what I can see it looks superficial.

Thank you very much for your response! this really helps me a lot. considering this is my first pair of rays and that there is so much information in the web that you wouldn't know what to believe anymore. anyway here are some additional info:

-I have no water heater. I live in the Philippines so water is pretty warm my thermometer reads 30 degrees celsius (please advise if I need a water heater regardless)
-Nitrate level (0 ppm)
-Nitrite (0 ppm)
-Ammonia (0)
-pH (7.6)
*I used "API Test kit" to get the said readings.
-Aquarium size is a 75 gallon dimensions are 48″ x 18″ x 21″. (This is just temporary until maybe at the end of this year, I plan to get a custom made 8feet x 2feet x 2feet tank)
-Filet is an eheim professional 2 (2028)
-plant in the tank are live plants
-water change schedule is every week (Sunday) 20-30%
-Fishes inside the tank are a Red tail banjar arowana and 2 motoro stingray.
*Arowana (5-6 inches)
*Stingray (4-5 inch disk size)

I would say its a rub also from the rock or wood decorations or even possibly the under side of the filter strainer. Ive had it happen in the past
 
What you're experiencing right now is spikes really, nitrates should be present when you run a test, read the instructions very carefully if you do have to test. Also WC schedule is somehow a problem, it should be 30% every 3 days atleast.
 
Thanks everyone, so the solution I'm thinking of is just to remove all decorations and do 2 water changes of 30% every week. will that be enough? as my female ray is starting to show the same while stuff on the same place (between the eyes) as my male ray (the one in the picture) should I leave th sand or just go for the bare bottom set up?
 
If your water perams are good then that means they're both rubbing their head on something repetitively. 30% twice a week sounds good to me. Removing the sand doesn't sound necessary unless you see that they don't like it or you don't like it.
 
I do 50% once weekly and my ray does great but listen to the pros not me.
